Summary
Join the team responsible for coordinating across MTA Construction & Development 's ( C&D 's) P lanning, C ontracts, and D elivery Departments and MTA's o perating a gencies ( NYC Transit, MTA Bus, Long Island Railroad, Metro-North Railroad, and Bridges & Tunnels) to implement MTA's multi- billion -dollar Capital Program.
C&D ' s Development Department plays a pivotal role in determining what, when, and how the MTA rebuilds, improves and expands the region's transit network – by prioritizing capital investments , evaluating project scopes , establishing project and program budgets , maximizing external funding opportunities , monitoring and reporting on Capital Program performanc e; and strategically coordinating , packaging, and scheduling construction projects to maximize benefits and minimize impacts to MTA riders.
The Deputy Chief Development Officer leading the Development Department is hiring a Senior Manager to provide executive support, coordinate C&D priorities across various department units, lead strategic initiatives, and liaise with external and internal stakeholder groups, including MTA operating agencies. The Senior Manager is responsible for ensuring effective communication, coordination, and execution of initiatives across Development's six functional groups in support of optimal management of MTA's Capital Program.
This position will provide direct day-to-day support to the Deputy Chief Development Officer and departmental leadership on a variety of interdisciplinary, cross-cutting initiatives , including (but not limited to):
Spearhead efforts to improve the operational efficiency of the department, including formalizing and streamlining procedures and business processes and developing internal reports.
Coordinating agency-wide strategic initiatives to improve upfront project planning, contain costs, and effectively scale up the delivery of capital projects.
Support the roll-out of MTA C&D Digital Strategy initiatives to modernize the tools and systems used for managing, monitoring, and reporting on the Capital Program.
Compile and track departmental priorities, assist department staff in developing work plans, monitor and report on key initiatives, and escalate issues to leadership as appropriate.
Ensure effective communication within and across MTA C&D departments.
Responsibilities
Th e Senior Manager Project Development will be responsible for:
Work closely and collaboratively with the department's leadership team to develop, track/monitor, and implement strategic initiatives.
Monitor internal and external key performance indicators, including project commitments, completions, project and program cost and performance, staffing levels, and other key performance indicators.
Providing leadership support and guidance to department heads and staff and fostering a collaborative and high-performing work environment.
Refine the department's vision, mission, goals, and long-term staffing plan.
Coordinate with C&D human resources on short- and long-term staffing needs and strategy.
Manage special projects for the Deputy Chief Development Officer from start to finish.
Identifying areas for process improvement and developing strategies to address them while also resolving operational bottlenecks as they arise.
Preparing analysis and reports for use by MTA leadership.
Participate in meetings, providing guidance, making decisions, and advancing initiatives on behalf of the Deputy Chief Development Officer.
Education and Experience
Bachelor ' s degree in u rban planning /Transportation Planning , Public Policy, Public Administration, Architecture, Engineering, Construction Management, Business, Finance/Economics , or a related field.
Master ' s degree preferred.
A minimum of eight (8) years of work experience in Transportation/urban planning, Budgeting/Finance, Administration, Project Management, or a related field is required .
Minimum of three (3) years of managerial or supervisory experience.
Other preferred qualifications:
Strong understanding of the MTA ' s capital program across all active plans, agencies , and categories (e.g., signals, rolling stock, etc. )
Familiarity with the MTA ' s operating agencies and operating budgets .
Familiarity with the MTA ' s policies and procedures .
Excellent organizational and presentation skills .

Solid understanding and knowledge of as well as experience using MTA databases such as Project Status Report (PSR) and the MTA ' s capital budget system IMPACT .
