City of New York PROCUREMENT ANALYST in New York, New York

Job Description

Under the supervision of the Deputy Director of Procurement Ethics & Vendor Responsibility (PEVR), the candidate will be responsible for: assisting and supporting current staff with pre-qualifying all vendors and facilitating the creation of the Micro-Prequalification list (micro PQL) ; liaising with the Purchasing, Logistics & Inventory (PLI) Department and the Procurement Department on the vendor integrity process; assist with reviewing vendor responsibility memos from the Office of the Inspector General (OIG); and working with vendors to request and review request for supplemental information based on the screening findings.

  • Assist with pre-qualification of all micro vendors and creation and maintenance of micro-PQL list.

  • Develop training and create materials to explain the responsibility process and assist vendors.

  • Assist with process to initiate/submit Vendor Name Check (VNC) requests with NYCHA’s Office of Inspector General for New York City Housing Authority (NYCHA) contracts.

  • Assist with process to update Datawarehouse APEX vendor system with OIG submissions to keep track of VNC requests submitted to the OIG.

  • Notify vendors by email of corrective actions/responses required to mitigate VNC background check findings issued by NYCHA’s Office of Inspector General.

  • Provide vendors with assistance/clarification on what is needed to respond to VNC background check.

  • Research different governmental agencies websites to verify whether vendors have complied with New York State Tax filings, IRS tax filings and Environmental Control Board violations, etc.

  • Follow-up with vendors for responses to the VNC findings.

  • Review vendors VNC responses/supporting documents and issue written responsibility determinations based on the resolution of the VNC findings.

  • Conduct VNC award approvals in Oracle for all Procurement RFQ (request for quote) contracts assist various units in Procurement with vendor’s VNC inquiries.

  • Create vendors profiles in NYCHA Warehouse Database.

  • Research Procurement and Sourcing Solution Portal for various information regarding vendors.

  • Contact Mayors Office of Contract Service (MOCS) for information regarding vendors profiles.

  • Contact NYC Department of Finance regarding vendor’s business tax and ECB violation status and inform vendor what action is required to be compliant.

  1. Due to the existence of a civil service list, candidates must have permanent civil service status in the title of Procurement Analyst to be considered.

PROCUREMENT ANALYST - 12158

Qualifications

  1. A baccalaureate degree from an accredited college and six months of satisfactory full-time professional experience in procurement of goods, services, construction or construction-related services, or professional, technical or administrative experience in contract negotiation/management; or

  2. An associate degree or completion of 60 semester credits from an accredited college, and 18 months of satisfactory, full-time professional experience as described in “1” above; or

  3. A four-year high school diploma or its educational equivalent and two and one-half years of satisfactory full time professional experience as described in “1” above; or

  4. A combination of education and/or experience equivalent to “1”, “2”, or “3” above. College education may be substituted for professional experience under “2” or “3” above at the rate of 30 semester credits from an accredited college for 6 months of experience. However, all candidates must have at least a four year high school diploma or its educational equivalent and 6 months of the experience described in “1” above.

SPECIAL NOTES:

To be eligible for placement in Assignment Level II, individuals must have, after meeting the minimum requirements, either one year served at Assignment Level I or one additional year of the experience described in "1" above.

To be eligible for placement in Assignment Level III, individuals must have, after meeting the minimum requirements, either one year served at Assignment Level II or two additional years of the experience described in "1" above, at least one year of which must have been supervisory, or spent performing professional procurement duties equivalent to those performed at Assignment Level III.
