Job Description

The Strategic Technology Division is responsible for developing and coordinating deployment of emerging technology applications, strategic IT infrastructure, and enterprise platforms. The Strategic Technology Division houses the Information Security Section for NYPD.
The Strategic Technology Division is seeking a qualified candidate for the position of Administrative Staff Analyst (NM-II) who will do the following:
Monitor, evaluate, and train subordinates in necessary Department guidelines and City program management quality assurance rules.
Prepare fifteen to twenty technical reviews per year of complex design deliverables and reports developed by vendors, to ensure the proposed IT solutions are compliant with the Information Technology Bureau's Architecture Engineering and Review Board's (AERB) standards.
Prepare for Strategic Technology Division leadership audit reviews, maturity and capability assessments for new technology proposals that are being examined for possible use by the NYPD.
Develop capital and expense proposal requests for Strategic Technology Division's varied new needs, manage large expense budgets and contract change requests (most specifically for the DAS contract) and coordinate procurements with ITB's Fiscal Affairs Division.
Coordinate executive travel request and payment documents with the Police Commissioner's office and Deputy Commissioner Management and Budget for the Information Technology Bureau uniformed and civilian executives.
Prepare the Information Technology Bureau's division heads as required, with special needs and projects, including responding to FOIL requests and outside technical and financial audits.
Serve as the Deputy in absence of Director and/or Commanding Officer, Strategic Technology Division.

Qualifications
A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.
